Professional Levels and Competencies Task Force

May 2010

The Iowa Department of Education (DE) worked with Early Childhood Iowa’s (ECI) Professional Development Steering Committee and Component Workgroup to plan and develop various components of an early care, health, and education professional development system. Based upon previous efforts, the DE in conjunction with the Early Childhood Iowa Professional Development Steering Committee assembled a Task Force addressing performance levels and competencies of early care and education teaching staff who work with children from birth through kindergarten. The Professional Levels and Competencies (PLC) Task Force was charged with developing performance levels and competencies for early care and education teaching staff that align with Preparing Early Childhood Professionals: the National Association for the Education of Young Children (NAEYC) Standards for Personnel Preparation Programs. The Task Force’s recommendations and the essential competencies for teaching staff are included in the PLC Task Force Final Report.

Child Development Associate (CDA) Credential- More information

The CDA (Child Development Associate) credential is a nationally recognized credential awarded to individuals who have demonstrated the required competency through both experience and education in working with young children ages birth to 5. The CDA credential is awarded to infant/toddler child care teachers, preschool teachers, or family child care providers.

Quality Preschool Program Standards (QPPS)

The Iowa Quality Preschool Program Standards are one standard of quality for early care and education settings serving 3 and 4-year old children in center-based settings. They are based on the 10 National Association for the Education of Young Children (NAEYC) program standards and 45 percent of the criteria.
 
Approved trainings consist of at least 8 hours of training and/or coaching regarding the QPPS standards and criteria.

Iowa’s Program Wide – Positive Behavior Supports (PW-PBS)

This initiative promotes the social-emotional competence for young children birth to five years of age.  It is built on the Pyramid Model: effective workforce, nurturing and responsive relationships, high quality supportive environments, targeted social emotional supports, and intensive interventions.

Iowa Professional Development Consultation Project - More Information

The Office of Empowerment’s statewide professional development funds have made it possible for the Iowa Association for the Education of Young Children (Iowa AEYC), Iowa Department of Human Services (DHS), and Child Care Resource & Referral Agencies (CCR&R) to develop an exciting and much needed collaborative partnership to provide professional development consulting for early care and education practitioners who work in the Pre-Kindergarten, Head Start, and child care programs throughout the state. Professional development consulting services are available across the state for any early care and education practitioner who desires support and guidance with developing a professional development plan, obtaining a Child Development Associate (CDA) credential, and completing degrees in early childhood related fields.

Regents’ Center for Early Developmental Education Advisory Council

The Regents’ Center is currently involved in three projects focused on improving quality early childhood care and education. The first project includes four training modules in physical science for children ages 3 to 8 years old. The second project, Empowering Preschool Quality, provides video vignettes of Iowa preschool classrooms. Each vignette illustrates the Iowa Early Learning Standards, Iowa Quality Preschool Program standards, and NAEYC standards in practice. The EPQ project includes a DVD of the videos, a facilitator guide and a website. The third project is in the development stage. This project is the nationally funded Center for Early Education in Science, Technology, Engineering, and Math (CEESTEM) and will disseminate information on best practices for early education

Child Development Associate (CDA) Advisory Council

The CDA advisory committee is comprised of many partners who work to promote CDAs across the state.  There are representatives from Iowa CCR&R, Iowa Dept. of Education, Iowa Empowerment, Iowa Dept. of Human Services, Iowa AEYC, and the Early Childhood Community College Alliance.  Additionally, there are representatives from a child care center and a child development home.  The Iowa Professional Development Consultation Project works with this committee to ensure that state wide efforts are being made to move CDAs along in Iowa.

Iowa Head Start Association/ICF Iowa State Based Training and Technical Assistance Center/Iowa Department of Education, Head Start State Collaboration Office

Training and networking sessions are planned through a collaborated effort of the three above offices. Each of these entities brings with them to this planning process their assessments, observation of trends and changes, and input from Head Start Directors throughout Iowa. Training and networking opportunities are targeted in various component areas and/or disciplines are developed.

Early Childhood Network

The Early Childhood Specialists and the Early Childhood Special Education individuals at the area education agencies comprise this group. They help provide training and technical assistance to the Statewide Voluntary Preschool Programs, the Early Childhood Special Education Classrooms and other early care and learning programs.

Develop a statewide common early childhood education core of classes shared by all Iowa community colleges leading to an AA with an early childhood specialization and/or an AS degree in early childhood.
